Neighborhood Stabilization

Focused on addressing public safety challenges by targeting drug-related activity in specific homes

Cleared out drug houses using multi-departmental collaboration, improving neighborhood safety.

Tax Increment Financing (TIF) District

Spearheaded the application for Rutland’s first TIF district, a tool to finance infrastructure improvements tied to new development projects.

Key projects include the new downtown hotel and future apartment buildings, which will generate significant new tax revenue.

Compared Rutland’s TIF potential to successful models like St. Albans, where $25 million in infrastructure bonds spurred major economic growth.

Infrastructure for Growth

  • Implemented road reconfigurations on North Main Street and Woodstock Avenue, which reduced accidents to zero and one, respectively, during the evaluation period.

  • Emphasized the importance of creating a pedestrian-friendly and bike-friendly city, aligning with efforts to attract new residents and visitors.

Breaking Bureaucratic silos

  • Removed restrictions on department heads communicating directly with each other, fostering teamwork and efficiency.

    Encouraged a culture of initiative, with department leaders proactively solving problems without unnecessary oversight.

    • Advocated for changes to Act 250 to remove barriers to development, culminating in Act 181. By 2027, Rutland will be exempt from Act 250 regulations, making development more accessible and cost-effective.

    •  Built strong relationships with our legislative delegation in order to open communications between rutland and montpellier On public safety issues (Act - Retail Theft Bill Rep. Tom Burdett / Rep. Will Notte)

    • Worked to advocate for Rutland City in regards to the General Assistance program  and ensuring Rutland was able to sustainably support the program without overwhelming our resources .  (Act 141 - Commissioner Chris Winters / Secretary Jennie Samulson / Rep. Eric Maguire)
